Notification Devices Default Hours

We recently upgraded from Unity Connection 11.5 to 12.5. I'm used to having to manually add the user's email address to their notification device after I create their mailbox, but since the upgrade their notification schedules have all been blank and they won't receive email notification of new voicemails until it's filled out.

 

It's not terrible to fix since I just use the "Invert Schedule" button, but I'm trying to minimize the amount of manual configuration I need to do when I create new mailboxes. This has only been happening after we upgraded to 12.5 so I'm assuming something changed. I've been digging around in my user templates and can't seem to find a spot to change the notification schedule.
