I guess you've purchased Webex Calling NamedUser (NU) licenses from your Partner. There you need to order "Workspace" licenses. They are not automatically included in "CallPlan". Call Plan is only for PSTN access.

Please try with the follwing;
<BusinessPhone>ipPhone</BusinessPhone>
As far as is know it's case sensetive.
