so from what i can gather from below, the dhcp is workingand it is changing every day as the lease time is set to 1 day.So if you want to give a machine a static ip, you would give them an ip address in the 192.168.1.0/24 range

does he want to create a site-to-site vpn?he might be looking for your public address, which might be static or dynamic depending on your ISP.Please try and get as much info as possible
