NXOS attached to IOS XR - cannot ping the BVI

I have a simple setup of a c3064X [nxos 7.0(3)I7(9)] connected to a NCS-5501 [XR 7.7.21] with a trunk using vlan 4048.  When I add the IP to the subif on the 5501 I can ping/connect both ways.  If I use a BVI [it is going to be a larger domain] it do...
