I agree there's no "one size fits all", but I usually set action to shutdown and the threshold to 1% on gbit access interfaces.1% of a gigabit is 10mbit... Under normal circumstances, if there's 10mbit of broadcast traffic, something's not right...

As long as the ABR stays up, you'll be fine. I would ditch the NSSAs - I also think youll have better luck getting your colleagues on board with that design 

I'm not sure I understand the purpose of that NSSA area? Why not just assign those 2-3 routers coming off of the ring in the same SA? One site going down won't affect the 2 other sites in that area in a meaningful way..The virtual links are making it...
