We have ccx with flex licenses premium seats. if we enable a user for 'reporting' capability only and not as an agent nor supervisor, does he/she consumes a license?
we just need he/she to login to cuic and run reports.

you can make sure there is no ugrade in progress using 'utils system upgrade status' ..once thats confirmed, use 'utils system enableAdministration' .. this will make the error msg go away. i tried this on 14su3
