Yes, you're right that there was no return path for data on that VLAN because I was initially assuming that the switch would automatically NAT between VLAN 1 and 11 (even though I had no reason to believe that). Since the 3850s don't have NAT availab...

I had looked at the post previously but the one item I didn't notice was the <switch all> at the end of the package clean command. That seems to have fixed the issue. Probably had residual install files on another switch in the stack causing problems...
