"Unbound variable" error when updating c9300 to IOS 17.09.04a

I've got a stack of three c9300 48P switches that refuse to expand the 17.09.04a IOS:

BHS-CORE#$ switch all file flash:cat9k_iosxe.17.09.04a.SPA.bin auto-copy
--- Starting install local lock acquisition on switch 1 ---
Finished install local lock acquisition on switch 1

Expanding image file: flash:cat9k_iosxe.17.09.04a.SPA.bin
/usr/binos/conf/install_util.sh: line 5578: netconf_cntx: unbound variable
FAILED: Unable to expand flash:cat9k_iosxe.17.09.04a.SPA.bin

Out of the 160+ c9300 switches in our network, this is the only stack that seems to have issues. I rebooted the stack, flushed the flash of extra files, copied directly from a USB drive to the local flash. Still has the same error. 

They're currently running the 17.09.04 IOS. If I can't figure this out, I may just leave it until the next available MD.

Given that no other switch shows this error, its seems more likely that the problem is in the switch stack itself rather than the installer file.

I had looked at the post previously but the one item I didn't notice was the <switch all> at the end of the package clean command. That seems to have fixed the issue. Probably had residual install files on another switch in the stack causing problems:

request platform software package clean switch all

Always suggest to check the space on the device, and clean up old IOS anything not required.
