Based on what you are saying, it sounds like if you use next-hop-self on the IBGP neighbor IP's (rather than the loopback), you can forgo using an IGP?
We have a somehwat similar issue with servers that PXE boot. Within the OS, the server NIC can run 10Gb/s. Once it reboots into PXE mode, it tries to autonegotiate to 100Mb/s.
