I think no one can pin point the cause of problem for you because we need more information ex. network diagram, how you exchange routing with both ISPs, IP address you using & who own those IP, ..., etc. How about the reachability from your FW to bot...
Running Border Gateway Routing Protocol (BGP) on your 3640 box would solve this problem. It is a practical way to utilize dual ISP connections. No need to accept full Internet route from both ISPs.
