I think you'll find that the page you refer to says it's first introduced in 15.1(3)T, and you've got a mainline (M) release instead of a new Technology (T) release - I'd try switching to a T release and see if it's there.
The ATA's are capable of handling one G.729 phone call at one time. In many situations, you can configure both ports to do G.729, but if one port is already in a call using G.729 then a second call on the other port will fall back to G.711.
