Hi, and sorry for asking this, but did you configure "IP MTU" on the SVI that is used as source-interface for RADIUS? I had the same issue and this was fixed in 5 minutes with this command.
You need to configure SSID to use RADIUS NAC.
Also, on L2 security it should be MAC filtering
On L3 security, make sure you add your ISE servers.
Make sure ISE servers have WLC as AAA Client
Make sure pre-shared key is the same.

Try using it. I had similar issues for guest SSID when ASA was used as DHCP... For some reason, it works better when WLC is proxy-ing DHCP than through broadcast...
Do you have DHCP relay configured on WLC? If you do, play also with option 82 to see if it will make difference.
And IP DHCP relay on WLC should point to your DHCP server IP (switch IP).
