The Meraki CMX Location Analytics is not the same as Cisco Classic CMX. Cisco Classic CMX comes as a virtual image for a hypervisor or as SaaS, cloud service. The license you mention is for the Cisco Classic CMX Cloud Service and not for Meraki.
