This solution worked perfectly for an FMCv 6.2.3 which had the same issues. I did not have to reload the fmc.Adding the certificates on the fmc also solved a problem I had with a 5508 with firepower services that did not want to update the policy.
It seems like this command is removed in 15.4(3)M
Effective with Cisco IOS Release 15.4(3)M, the ip urlfilter server vendor command is not available in Cisco IOS software.

No, I have not been able to resolve this. I had to use a 3845 instead of the 2900.If I configure IPSEC with known ip addresses on both sides (not dhcp on "internet" side,and not using reverse route) everything is ok.
I think it's an idea to upgrade to 3.2.I did though install the sw on a fresh server earlier today (as mentioned in my first post), without ACS and got the same error messages.So i do not think that only an install of 3.1 will fix this issue.
