Intelligent capture is one feature in CatC where we require direct reachability between the access points and DNA Center. GRPC link is not ready could possibly be the result of the following:
1. AP unable to reach DNA Center over port 32626

Can you ensure your network device(s) and CatC appliance are time synchronized? Excessive time drift between the network device(s) and CatC could be one reason why your health scores appear to be present intermittently.

Use a data port such as Tw0/0/0, delete the device from PNP inventory, & retrigger PNP discovery from the 9800 CLI:-- 'pnp service reset no-prompt'
Is TACACS configuration getting configured during this workflow? If so, DNA center might lose access to authenticate into DNA Center via TACACS once this configuration is pushed.
