Thank you for the quick response. I think you are right. 'show ima int a0/ima1 detail' shows 'Fe Tx/Rx state notInGroup/notInGroup' for both those new ATMs.
The down/down is on a sub-interfacesh frame pvc on the remote side shows ACTIVE and on the corporate side shows INACTIVEI do see LMI on the remote side but not the corporate side.
