Yes all releases for IOS XE Routing platforms post 17.2 will be single image software. 17.3.1a is single image software.

The Rommon images usually will have .pkg file when it comes as a separate entity. The IOS XE software image files are usually .bin files for the specific release. This should be one quick identification.
e.g.
asr1000-rommon.169_5r_SPA.pkg ...
