Please note that the clients to authenticate using the wlc guest portal need to authenticate centrally.So go to policy and enable Central authentication. See the screenshot below

Check once again the certificate downloaded from Azure. That was my fault and resolved after I added the correct cert.

Hi allFaced the issue today. As the workaround says either you reimage the node or contact cisco tac. I choose option B. Created a case and a cisco tac engineer installed a patch. After a reload the issue resolved. (Only tac can apply this patch)
