Sorry this turned out to be issue with Cisco TSP configuration. Incorrect username password in Cisco TSP led to this issue. This has been corrected. Thanks @Jaime Valencia @piyush aghera for your reply though. Many thanks.
Looks like release "isr4300-universalk9.16.07.01.SPA.bin" is also having this issue.
