Network physically looks like this:
CE1--PE1--P--PE2--CE2--C
On device C is 172.26.70.0/24
I can ping this subnet from PE2, CE2 no problem.
I cannot ping from PE1.
PE1 is learning the subnet from PE2 via iBGP
Subnet is appearing in the routing tab...
THIS IS IS THE ANSWER!
It's the USB/serial convertor cable that causes this problem. There is more than one chipset available in these cables. They aren't all the same.
The USB serial convertor you want to fix this problem must have an FTDI chips...

Routers and switches are also 9600 8N1.. seems to be something extra the AP is expecting from the serial interface. Three different cables I have all have the issue.

Having the same problem - as per the advice here I've now tried three different kinds of USB-serial cables with no result. Can connect to routers and switches just fine.
I'm using SecureCRT, but also tried Putty - no result.
Very, very annoying.
My Dell XPS laptop has no break key.
Resolved this by running On Screen Keyboard - just search for "OSK" at a Windows 10 prompt.
Then reboot the 800 router, and do a <ctrl><scrlck> within OSK - and that did the trick.
