There is no any limit on gateway for CCB offer. Its totally depends on the T1/E1 used for out-calling. There is setting in CVP operation console to limit Maximum number of calls per calling number.
Is it happening for both the OS (Windows 10 & 7) agent? If it happening only for windows 10, check the CIPC version as it not support for Windows 10 64-bit.
Its over WAN but at the same time other agent taking calls without any issue on same floor. Issue is happening for 4 to 5 agent at a time out of 100 agent on floor.
