Well, i got rid of it. for anyone who faces the same issue in future, i re-add the IPS services subscription for the respective device in cisco license portal and now auto update is working fine.

are you getting hits on your webvpn-acl when you try to send traffic thru the tunnel? can you post the output of show ip access-list
