We have recentlu upgraded CUCM from 8.5 to 8.62. We were testing the failover and noticed the 7941, 7961, and 7971 phones are not accepting their firmware from the publisher. This is preventing those phones from updating properly and thus, they do not have the subscriber's IP information. Any ideas..How do we force all the end points to get the latest firmware from the cluster.

I would make sure that you put the firmware files on the pub and any and all subscribers and make sure the version is set in device defaults the restart the tftp and call manager service on all nodes.

A couple of things to try also:
1) confirmed that you have the firmware uploaded to all subsribers (as mentioned by jeremiah88). this will allow all phones registered to those respectived subscribers to be able to pull down the firmware.
2) try uploading the firmware to the Phone Load Name section of the individual IP Phone to see if you can get the firmware to upload that way.
3) check the switch port that the phone is connected to and confirm that it's in the proper voice vlan
4) check the phone's network setting (via the phones network setting or the IP Phone page) to see if the phone has a TFTP and alternate TFTP address. if not, you may have to manaually add these.
