H.245 is a protocol utilized for media negotiation in H.323 world. H.245 tunneling is a technique to use the same SETUP session (TCP:1720|TCP:1721) to transport the protocol. This is useful for overcoming firewall restriction and in order to speed up call establishment .
Without this functionality an endpoint must use another TCP session (with a dynamic port) for that function.

Is that something to do with H323 fast start and slow start? I remember H323 fast start does not need H245 to setup another tcp port.
