ISDN Problem on 7206VXR with PA-MCX-4TE1

Hi,

I have a 7206VXR with NPE400. I have one T1 connected to 4/0 and a quintum D3000 connected to 4/3, the quintum should received the call and route it to RADIUS Server. All these circuit are up and sync. The problem is when I tried to make a call, it gets busy "Ciruit/Channel not available". And it does event reached the D3000, I don't see any logs on it, that shows a call coming from the VXR. Below is my dial peer and I will post the debug messages on the next post. Am I missing something on the configuration in the VXR side ? Hope you could help me find a resolution to this problem.
