Cisco SPA504G: Call can't be forwarded manually

The scenario is like this, when user press the soft button on the phone and set the number to be forwarded. The number will not be updated in CUCM 'call forward and pickup settings' so any call to the phone can't be forwarded. When I tried to call the forwarded phone using the same SPA model it show 'invalid number' on the screen. When I called using other cisco ip phone it will just disconnect.

Info: CUCM version 10.5
Cisco SPA504G is a re-branded third party phone, so it used SIP protocol

Does the CSS assigned to "callforwardall" on the phone has access to the forwarded number (route pattern)?

Thanks for your reply, yes the CSS has the access.

Actually I already solve the problem by creating a new CSS for call forward and use 'rerouting calling search space' option. Info: the SPA504g forwarded number still not updated in cucm call forward setting, but as long as the call forward is working i don't care ;)
