Press 0 on UC540 does not transfer calls to operator. This affects some users not all.

Press 0 on UC540 does not transfer calls to operator. This affects some users not all.So for some users when the voicemail comes on i press 0 and transfers to the receptionist. Others press 0 and it goes nowhere.
