I do remember the CCA team advising me that the bacd 'welcome prompt' is not applicable to 'drop through mode' implementation (which CCA supports) so will never play and they were planning to remove it from the CCA GUI, as well as update the docs and online help indicating its 'not applicable'.
I performed some tests, and found that only the transfer prompt played for my configuration (each BACD group; up to 10) can have its own transfer prompt, which is played when someone dials the pilot number. You can also record your own, in native language if you cant figure out the localization with it. I never did alot with localization, sorry I cant help there.
There is a new release of CCA coming out any day now (CCA 3.1). Maybe updated there?
