I have a issue with SPA514G certainly with Czech localization. I was looking for language pack on the Cisco site in the download section. But there is just firmware and SPC tool. Finally I found czech language for this SPA model but it is intended for firmware version 7.5.3. If I want to upgrade the phone firmware to most recent which is currently 7.6.1 I am going to stuck in version inconsistency. So in other words some menu languages will not be translated.
My questions are simple.
Why cisco does not support language package for SPA phones on its websites?
Where can I download the most recent language xml file?
How can I make my own xml files so I can create my own Czech language xml?

I have 7.5.6 version of official dictionaries package (named SPA30x_SPA50x_SPA51x_SPA525G_7.5.6_Dicts.zip) downloaded from download section. It contain localization files for Czech language as well (and we are using them).
Note 1 - the Dictionary version may not follow firmware version. If new firmware version introduce no new text to translate the same dictionary files are not re-released with new version. 7.5.6 is the latest version released and it's suitable for 7.6.1 firmware.
Note 2 - SPA51x and SPA50x and SPA30x use same dictionaries. They are released in SPA50x section of download. You will find no dictionaries under SPA51x download section. Yes, it may be confusing to users.

Format of configuration file is obvious. If you don't understand it I recommend you not to create own files. it you should use official files.

Thank you for your suggestions.
Your first note is maybe right but when I had firmware version 7.6.1 and I used the language for 7.5.3 I still had some menu items which were not translated. this is the reason why I wrote about the inconsistency problem.
In time when I tried to use the newest version of language I had only firmware version 7.5.3.

If you used 7.5.3 firmware with 7.5.3 dictionaries and some item remain unanswered, then it may be considered bug. Such bug may be patched in newer firmware version. Or not. There are some even in 7.6.1 firmware/7.5.6 dictionary, but we don't care as it affect items not important for casual user.
It may be bug in Czech dictionary file. In such case it may be possible to patch it by self - check other dictionary files for other languages (I consider English dictionary preferred). If there's line present in other language file but missing in Czech one then it needs to be added.
Or it may be firmware bug - the particular string is not localizable at all. In such case you are out of luck.
