The guide states:

Provisioning Manager Licensing

The license file is part of the OVA image. This file allows you to manage:

1500 phones or voice terminals
One Cisco Unified Communications Manager
One Cisco Unity Connection
One Cisco Unified IM and Presence
30 total ‘pmadmin’ and Self-Care user logins

We will require the ability to managed more than 1 CUCM, CUC, and CUP. Shoretel totes this as a disadvantage towards Cisco, so allowing the UPM to manage from a single spot all applications/nodes is important. Need the ability to have at Least 1 Publisher and Subscriber for each of the above.

Clay,

Clustering for redundancy and load balancing is not supported as you already know. However I like your suggestion about provisioning multiple Applications (for example CUCM for redundancy or for stagging in a lab environment). I will reach out to UPM PM to see if this is architecturally possible and if we got it on our roadmap.
