I have a modem connected to a 2511RJ on the Aux port. If I reboot the 2511RJ I can manually dial into the modem (while in reboot) using a phone (hear AOL tones) so I know the modem is working however the negotiation between the modem and the router is not correct.

For some reason I cannot get this to work. There is no good documentation that I can find from cisco or us robotics on how to make these two negotiate properly. Anyone got any ideas on this?

Based on your description both the AUX port and the modem are not configured correctly. You can find detailed instructions for this setup in the following link from Cisco:

In summary, the AUX port needs to be set at a speed of 115200 and the modem must be configured with AT&F1S0=1&W.
