Problem:
Cisco 2611XM with NM-16AM module can not establish connection with ship sattelitte station Inmarsat Nera Mini-M which has internal modem with speed 2400 bps. What settings can be changed?
Background information:
Cisco 2611XM with NM-16AM module acts as remote access server for vessels at sea. Internal modem of vessel satellite station provides data transmition at 2400 bps. I configure Cisco 2611XM modems to work in "async dedicated mode", authentification - "pap", default protocol is "ppp", username and password checked in local database of Cisco router.
Problems appeared during ppp negotiation.

But I can not understand how to lock speed of DTE in case of internal modems.
For test purposes I tried to connect with Cisco 2611XM from
1) notebook using integrated modem
2) computer using external modem ZyXEL U-336E Plus
I had no problems with connecting from above mentioned devices. I changed different settings of Cisco modems and always establish connections with notebook and ZyXEL. But never with sattelite station modem.
Then I tried to configure NM-16AM to work in "async interactive" mode and enter command "no autoselect ppp". So I can use "exec" session.
In this case I have no problems! I successfuly connected from satellite station modem to Cisco modem, I could see the promt "username" and "password",
i could enter commands and see responses.
But when I tried to connect using "ppp" protocol, the same things happen! Could not establsh "ppp negotiation".
On the other hand we use services of "Word Link communication" company. This company have modem pool, and ships make modem calls to this company. When the same sattelite station modem make call to Word Link modem pool, the connection always established, but never on my Cisco modem pool.
Ship's computer have Windows 2000 SP4. Satellite station modem connected through COM1, using driver "Standard modem 9600" which is built-in Windows 2000.

I am not aware of your problem fully, so i just share some preliminary check.
-----> Hardware and software compatibility issue with the current IOS image and the NM-16AM-V2 card.
------> I would suggest you to upgrade the IOS version on your router, so that the NM-16AM-V2 card can be recognized by your router.
------->As per the Hardware-Software Compatibility matrix, the NM-16AM-V2 card is only recognized under the following IOS version:
2600XM >>> NM-16AM-V2 >>> 12.3(4)XD
