Any-connect Compatibility issue

Does Cisco 2911 router ios ver15.1T support any connect 3.x vpn? Because when i configure Anyconnect 4.x and connect with VPN, router cpu usage rise above 90%.

yes anyconnect v3.x is supported on IOS15.1

Yes, 2911 router IOS version 15.1 T support anyconnect version 3.x VPN. But for windows 10 support you must have to use AnyConnect 3.1MR10 (3.1.10010) and later.
