I'm part of a project team that connects to a client VPN. I am the only one having issues when I connect to the VPN. Here is what happens:
I connect to the VPN using AnyConnect 4.4 and the connection is successful. The Cisco icon has a lock in it.
But I can't ping any of the machines in the network
I don't have LAN or Internet connection as per the network icon in the status bar
The IE Explorer Connection tab disappears
If I try to putty to a machine in the network, the result is always: "host not found"
What I have tried:
1. uninstall VPN. disabled my firewall. install the VPN. connect to the VPN -> did not work. I still encounter the issue
2. connect to the VPN using another account -> same problem occurred
3. tried to install Citrix DNE, but I get a "Unable to manage network component. The condition can be transient." Issue
4. uninstall the VPN. Disable programs in my startup except for Microsoft applications. restart my machine. install the VPN. -> issue still persisted
My OS: Windows 7 (the rest of the team has the same setup)
What could I do?

Here are my answers:
Q.1: Is there another site where I can download DART? The link you shared pointed me here Link_01 and here Link_02, but it did not contain the installers. I will try to ask our VPN administrator also.
Q.2: As per the VPN stats, Tunnel mode for IPv4 is Split Exclude
