Hi lupingyao,
Before the client logs in you can use something like a banner but this requires a Client profile, and if the user fails what you can do is customize the AnyConnect messages and for example instead of getting a logging deny you can you display a message on the AnyConnect client saying "please contact your admin".
This link includes all the customization options on AnyConnect:

Hope this info helps!!

Hi lupingyao,
Sure, as i just explained before you should be able to customize the AnyConnect without a client profile, this is going to create a customization file that does not have anything to do with an AnyConnect Profile, so please take a look to the link i attached before so you can understand how this works.
Hope this info helps!!
