AnyConnect Premium Peers: 250, but still "Session could not be established: session limit of 27 reached."

Hi!

I can't understand why "sh activation-key" on failover clustershows:

AnyConnect Premium Peers : 250 perpetual
AnyConnect Essentials : Disabled perpetual
Other VPN Peers : 250 perpetual
Total VPN Peers : 250 perpetual
[...]
This platform has an ASA 5512 Security Plus license.
[...]
The Running Activation Key feature: 500 AnyConnect Premium sessions exceed the limit on the platform, reduced to 250 AnyConnect Premium sessions.

but still after establishing 27 AnyConnect sessions other users can not connect and logs shows:

Jul 18 14:28:21 fx-fw : %ASA-4-113029: Group <GroupPolicy_customer> User <m.kowalski> IP <REMOVED> Session could not be established: session limit of 27 reached.

New license activation key was added and license type changed, but still does not work.

What to troubleshoot next?

Hi, rebooting two ASAs in the failover cluster simultaneously helped.
