AnyConnect - Reconnect forces reboot

We have a client who uses Windows 8, with the AnyConnect Version 3.1 client.  Connection works fine, but when user disconnects and hits reconnect, it fails every time until reboot.  So something doesn't sound correct, has anyone run into this and if so, how did you resolve it?

Please let us know the exact version of the Anyconnect client that is being used.

what is the error message that we get when the connet fails?

please collect the Dart logs as well to analyse
