Can it connect to a VPN defined in the RV130 ?

No. AnyConnect is primarily SSL VPN (and is capable of IPsec only with IKEv2, not the much more commn IKEv1).

That RV130 router supports clients as follows:

Client-to-gateway IPsec VPN

10 client-to-gateway IPsec tunnels using TheGreenBow and ShrewSoft VPN client
