Cannot Download or Run Cisco Anyconnect Secure Mobility Client

I am trying to download and install this VPN client on my laptop to access my work computer.  I have tried the automatic online download and received this error -

"Failed to install AnyConnect Secure Mobility Client 3.1.00495 with installer error: Incorrect function.  A VPM connection cannot be established."

I have also tried the manual download, but my computer will not launch the executable.  I am running on Windows 7 64-bit.  Any help would be appreciated.

You can try the fix below.  User was getting the same error.

"I was able to install the client correctly by creating a new user temp account and using that account to install the client globally on the machine. after successful installation delete the temp user account. this worked for me and was easy. it might not work for every instance of this issue."
