It would seem that the issue with Tunnel1 might be simple to investigate - check for routes to the tunnel destination. We need more information to be able to understand the issue with Tunnel0.
check the route for tunnel destination and if keepalive are configured removed and check. If possible share the tunnel information and route information. To investigate further.
