I have change the dchp-network-scope on an existing Cisco anyconnect group policy, but dhcp leases are still been issued from the previous dhcp scope. The DHCP sever is on the inside network and has not changed. A new scope was created. Nothing else has changed. Is there any thing else I need to do to activate the dhcp scope on the ASA.

Well to start with, have a look at the bug notes:
https://tools.cisco.com/bugsearch/bug/CSCti18190
network scop is supposed to be IP address not subnet.
Now in some cases that was it, whether it's the case for you, hard to say.
You can sniff DHCP packets and see what's going on :-)

The dhcp server has about 5 scopes e,g 172.16.178.9/24 (172.16.176.2-254). What IP address will I be using to represent the scope.
