I am needing to verify if there's a cost to update my Cisco ASA 5505 from 8.2 to 9.2. Reason for this inquiry is so users with Windows 10 can be able to obtain the AnyConnect 4.x software for VPN access.

Do you have a valid SmartNet contract and at least 512 MB RAM in the ASA? Then you can update without any additional cost. But IMO the distribution of AC4 is still not supported with the 5505. But your users can use AnyConnect 4 while the ASA only holds an AC3 image.
If there is not enough RAM in the 5505, then dump that device and go directly to the ASA 5506-X.

Karsten is quite correct that the first question is whether the original poster has a valid SmartNet contract, which allows for download of the image used for the upgrade. But there is another aspect to consider which may result in a cost to do the upgrade. In going to the AnyConnect 4.x the licensing model changes and they will need to obtain the new license for AnyConnect.
