Hello, We are encountering an ongoing challenge where numerous individuals are experiencing difficulties with the client VPN. The problem manifests when a user initiates a VPN connection; it fluctuates and reconnects multiple times before stabilizing. The VPN client in use is Meraki AnyConnect, integrated with Okta for authentication. Despite thorough examination of the Meraki event logs, no specific reasons for this behavior have been identified. We have taken the step of ensuring the latest AnyConnect client version is installed on user machines, yet the issue persists. We seek insights into potential root causes and guidance on further troubleshooting steps. How can we proceed to address this matter effectively?

Capture packets (wireshark) during VPN connection attempts. Analyze the packet captures for any abnormalities or packet loss that might indicate network issues.
Test the VPN on various devices (laptops, mobile devices) and different networks to isolate whether the issue is device-specific or network-specific.
