CRL not checking/downloading - what could be the reason? time seems to be ok
show cryp pki crls shows nothing

Are you using CRL Distribution Point or static URLs?
If you are using CDP, did you try enabling some debugs, when importing the certificate ?
debug crypto ca messagesdebug crypto ca transactions
Are the URLs reachable?
