Hi Jaffer
Easy VPN is a way to simplify the deployment of IPSEC VPN's, whether that be site-to-site VPN's or remote access vpn's. The key thing to note is that is concerned with IPSEC vpn's only.
Web VPN is concerned with using SSL VPN's to allow remote access for users to company resources. It is an alternative to using a remote access IPSEC VPN. You don't need an IPSEC client loaded on the users laptop as they can use a web browser for the connection.

You do if you want to use client VPN's then yes you need a client on the user station. If you were using Easy VPN to setup a site-to-site VPN then no you wouldn't.
