HSEC is for improved throughput on the bigger routers.

NPE stands for "no payload encryption". That's probably not what you want.

But my question was not answered. I have a C3945-VSEC/K9 router, what do i need to configure GET VPN. Is it the HSEC?

No, HSEC is only for additional throughput. SEC is all you need for GetVPN.
