how can i easily make vpn through router configuration?

i want to link two LANs working in two countries through vpn.

both LANS are on remote positions and not using same internet  connection.i read that vpn on two remote LANs can only work if both have  vpn capability means we should must see vpn tunnel settings in the vpn  configuration setup and if we see only vpn through option then we are  only able to pass the vpn traffic from outer world to our LAN.

so,  i can say that i don't have vpn router but it can participate in this  function as it has vpn through option, so can i easily configure two  remote LANs using router configuartion and tell me also that this is  legal to make VPN like this?

Technically it can be done assuming your hardware and software is sufficient. What is the router type and OS version (including license) at each end?
