Hi,
I'm not sure if this is the right place to ask,
but I would like to know the minimum IOS version that supports IPSec VPN in a router.
Plus, are there cisco firewalls that support IPSec VPN?
If so, I would appreciate if you could tell me the model name.

Which particular router model are you using? Most IOS supports IPSec VPN, you just have to have advance security image and/or K9 license.
In regards to firewalls, cisco PIX or cisco ASA firewall supports IPSec VPN.

I'm thinking about 2900 series.

For the 2900 you need to have the security-license enabled. If you have a modern platform like ISR/ISR-G2 or ASA, IPSec is also hardware-accelerated as these models all have a dedicated crypto-processor.
