Guys,
Could anyone suggest a QOS strategy to eliminate the performance problems and drops I am seeing on this cellular interface ?
I have 2 IPsec tunnels with the cellular interface as a source. Where do I apply the QOS - to the IPsec tunnel interface or the Cellular interface ?

It is better to apply at cellular interface which sorcues the packet. Check
