IPSec tunnel - Policy based routing

Good Day

My company is very big. We have many branches. All are connected to head office. We are using 10.x.x.x IP address range. My management bought new office and they are also using few IPs which are used in my head office.

One of my city-1 office server wants to access few servers to my new office in wise versa. That servers are configured with same range of my head office server and some user segment IPs.

To avoid IP conflict in city office I configured IPSec tunnel from my city office 192.168.10.1 to 172.31.8.1.

Now I dont have any problem in City office.

I can reach 172.31.8.1 but not able to reach 10.10.10.1.

In my office we are using Cisco 5545 ASA IOS version 9.1 and in head office 5540 ASA IOS version 9.0.

Please advise how my city office server can access to my new office servers? Is policy based routing can help without conflicting IPs and able to access new office servers.
